OREGON DEPT. OF FORESTRY REGULATED CLOSURE #3, EFFECTIVE 8/13/2018
Below is ODF's Regulated Closure Proclamation #3, effective August 13, 2018. Please review all of the regulations on this proclamation.


STATE OF OREGON DEPARTMENT OF FORESTRY
REGULATED CLOSURE PROCLAMATION
Number 03

Effective: 12:01 a.m., PDT, August 13, 2018

By virtue of the authority vested in me under the provisions of ORS 477.535 to 477.550, I hereby proclaim a Regulated Closure to be in effect in the following subject area:

All lands protected by the Northeast Oregon Forest Protection District and all forestland within one-eighth mile thereof.

Under this Regulated Closure, except as to the owner’s legal right of entry upon their land, entry to all forestland is unlawful unless entrants comply with the following restrictions:

• Open fires are prohibited, even at designated campgrounds, including campfires, charcoal fires, cooking fires and warming fires.

• Non-industrial use of chain saws is prohibited.


• Internal combustion engine use, except for motor vehicles is prohibited.

• Smoking is prohibited while traveling, except in vehicles on improved roads, in boats on the water, or at a cleared area.

• Use of motor vehicles, including motorcycles and all terrain vehicles (ATVs), is prohibited except on improved roads, except for the commercial culture and harvest of agricultural crops.


• Cutting, grinding and welding of metal is prohibited.

• Mowing of dried and cured grass with power driven equipment is prohibited.

• Use of fireworks is prohibited.


• Any electric fence controller in use shall be: 1) Listed by a nationally recognized testing laboratory or be certified by the Department of Consumer and Business Services; and 2 ) Operated in compliance with manufacturer’s instructions.


The State Forester or an authorized representative may, in writing, approve a modification or waiver of these requirements.


These restrictions shall remain in effect until replaced, suspended, or terminated by an additional proclamation of the State Forester or an authorized representative.

Maps of the subject area may be viewed at the State Forester's Office, in Salem, Oregon, and at principal offices of the Forest Protection District.

Definitions of words and phrases used in this proclamation may be found in ORS 477.001, OAR 629-041-0005.

OREGON DEPARTMENT OF FORESTRY INCREASE OF REGULATED USES OF REGULATED CLOSURE #1 DATED JULY 17, 2018
Below are increased use restrictions of Regulated Use Closure #1, dated July 17, 2018. Open fires are not allowed on Langdon Lake Property as there are no designated sites for these. Use of portable propane cooking stoves and propane fireplaces are allowed.

Fire danger continues to climb, prompting ODF fire managers to raise public use restrictions

La Grande, OR—Fire managers have increased the public use restrictions or Regulated Use Closure on lands protected by Oregon Department of Forestry in northeast Oregon. The indices that fire managers use to measure seasonal fire severity are indicating extreme fire conditions across the region.

Effective at 12:01 a.m. July 27, 2018 the Oregon Department of Forestry (ODF) has added additional restrictions to the Regulated Use Closure for lands within the Northeast Oregon District. The Regulated Use Closure affects private, state, county, municipal, and tribal lands in seven counties: Union, Baker, Wallowa, Umatilla and small portions of Malheur, Grant and Morrow Counties. The Regulated Use Closure is intended to prevent or minimize human-caused wildfires and to protect natural resources and public health and safety.

“With many of the region’s fire resources being committed to other fires across the state, it’s important for us to minimize fire starts to the best of our abilities. These increased restrictions are intended to limit the number of human caused fires in the area.” said Joseph Goebel, Wallowa Wildland Fire Supervisor. So far this year, ODF’s Northeast Oregon District has had 20 human-caused fires that have burned 30.21 acres. Additionally there have been 4 lightning-caused fires that have burned 0.3 acres.

The Regulated Use Closure includes the following fire prevention measures:

• Open fires are prohibited, including campfires, charcoal fires, cooking fires and warming fires, except at designated locations. Designated locations within the Regulated Use Closure area includes, but is not limited to, the following Oregon State Parks: Emigrant Springs, Ukiah Dale, Catherine Creek, Hilgard Junction, Red Bridge, Wallowa Lake, Minam and Unity Lake. Check with Oregon State Parks for additional information regarding fire restrictions on park properties. Portable cooking stoves using liquefied or bottled fuels are allowed.

• Debris burning is prohibited, including the use of burn barrels.

• Chain saw use is prohibited, between the hours of 10:00 a.m. and 8:00 p.m. Chain saw use is permitted at all other hours, if the following firefighting equipment is present with each operating saw: one axe, one shovel, and one 8 ounce or larger fire extinguisher. In addition, a fire watch is required at least one hour following the use of each saw.

• Smoking is prohibited while traveling, except in vehicles on improved roads, in boats on the water, or at a cleared area.

• Use of motor vehicles, including motorcycles and all-terrain vehicles (ATVs), is prohibited except on improved roads, except in the commercial culture and harvest of agricultural crops.

• Cutting, grinding and welding of metal is prohibited, between the hours of 10:00 a.m. and 8:00 p.m.
Cutting, grinding and welding of metal is permitted at all other hours, if conducted in a cleared area and if a water supply is present, unless specifically waived by the State Forester.

• Mowing of dried and cured grass with power driven equipment is prohibited between the hours of 10:00 a.m. and 8:00 p.m.

• Use of fireworks is prohibited.

• Any electric fence controller in use shall be: 1) Listed by a nationally recognized testing laboratory or be certified by the Department of Consumer Business Services; and 2) Operated in compliance with manufacturer’s instructions.

Also prohibited during fire season is the use of exploding targets and tracer ammunition. Sky lanterns are illegal in Oregon.

Citizens are asked to continue to use caution and adhere to regulations. Possession of the following firefighting equipment is strongly encouraged (except on state highway, county roads and driveways): one shovel and one gallon of water, or one 2 ½ pound or larger fire extinguisher.

The public is also reminded that the Umatilla and Wallowa-Whitman National Forests, as well as the BLM are currently under public use restrictions. Current fire restrictions for forestlands in Northeast Oregon can be found at www.bmidc.org.

The Oregon Department of Forestry (ODF) has proclaimed a Regulated Closure for the forests protected by ODF in northeast Oregon. Langdon Lake property is regulated by this closure. There are no open campfires allowed at the Langdon Lake property as there are no designated locations located on the property. Use of propane portable cooking stoves and propane fireplaces are allowed. Please read the below proclamation for additional regulations.

Portable cooking stoves using liquefied or bottled fuels are allowed. Open fires are allowed if conducted in compliance with a valid Burning Permit issued pursuant to ORS 477.515.

* Non-Industrial use of chain saws is prohibited, between the hours of 1:00 p.m. and 8:00 p.m. Chain saw use is permitted at all other hours, if the following fire fighting equipment is present with each operating saw: one axe, one shovel, and one 8 ounce or larger fire extinguisher. In addition, a fire watch is required at least one hour following the use of each saw.

* Possession of the following fire fighting equipment is required while traveling, except on state highways, county roads and driveways: one shovel and one gallon of water or one 2½ pound or larger fire extinguisher.

* Cutting, grinding and welding of metal is prohibited, between the hours of 1:00 p.m. and 8:00 p.m. Cutting, grinding and welding of metal is permitted at all other hours, if conducted in a cleared area and if a water supply is present.

*The mowing of dry, cured grass with power driven equipment is prohibited between the hours of 1:00 p.m. and 8:00 p.m., except for the commercial culture and harvest of agricultural crops.

* Any electric fence controller in use shall be: 1) Listed be a nationally recognized testing laboratory or be certified by the Department of Consumer and Business Services; and 2) Operated in compliance with manufacturer’s instructions.

* Use of fireworks is prohibited.

Aside from these restrictions, also prohibited throughout fire season is the use of exploding targets and tracer ammunition. Debris burning is prohibited, except in burn barrels for which a Burning Permit has been issued pursuant to ORS 477.515.

The Forester may, in writing, approve a modification or waiver of these requirements.

These restrictions shall remain in effect until replaced, suspended, or terminated by an additional proclamation of the Forester.

4TH OF JULY SAFETY AT THE LAKE PROPERTY - POSTED 6/29/18
The Association wishes each of you a safe and happy 4th of July holiday.

As a reminder for homeowners and their guests, the Association has a rule of:

"No fireworks of any kind may be ignited on home site property, common
areas, reserved areas or over the lake at any time."

There will be a $1,000.00 fine assessed to any homeowner or guest on all Lake site property caught using fireworks of any kind at any time. Please see Page 5, Section 3 of the green Rules and Guidelines booklet.

MOTHER'S DAY WEEKEND -- FULL ACCESS 5/11/2018
Spring has finally arrived at the lake. The ducks are back and the ice has melted 100% as of today. The roads are mostly snow free and there is now full access to every cabin both sides.The weather man is calling for a nice weekend and the morel mushrooms will be coming out soon.
