Lynsey Ring – New Administrative Assistant

Langdon Lake Association is excited to welcome Lynsey Ring as the new Administrative Assistant for the Association.  Lynsey lives in Pendleton with her husband, Trever.  Lynsey has lived in Pendleton for seventeen years and has an extensive background in administrative experience.  Lynsey is looking forward to being part of the Langdon Lake organization.  She is an outdoor enthusiast and loves camping, hiking, paddle boarding and playing in the snow.  Please welcome Lynsey to the Association the next time you call the Pendleton office.  (see her picture in the photo gallery)

Lynsey replaces Janet Stevenson, who is retiring as of September 30, 2020.  She has enjoyed her years of working with the homeowners at Langdon Lake and is looking forward to retirement.


LANGDON LAKE ASSOCIATION/CANCELLATION OF ANNUAL MEETINGS

Due to the COVID-19 baseline restrictions that were mandated by Governor Brown for Umatilla County, Oregon, on July 31, 2020, the scheduled August 15, 2020, Annual Meetings of the Langdon Lake Association, Langdon Lake Water Cooperative and the Tollgate Historical Society at Langdon Lake will need to be cancelled. 

Two Langdon Lake Association Board of Directors positions are up for re-election this year.  Connie Graybeal and Dale Freeman have both agreed to run again for five-year terms.  The current Association Board of Directors has approved the process of mail-in ballots for this election.  You will be receiving ballots with instructions by the US Postal Service between August 12-15, 2020.

Oregon Department of Forestry Regulated Number 1 Effective July 31, 2020

Below is a copy of the Oregon Department of Forestry’s Regulated Closure Proclamation, which is now in effect.

There are no designated locations on Langdon Lake property for open fires during a Regulated Closure.  Jerry has posted the “No Burn” signs at the Kiosk (Gatehouse) building and on Langdon Lake property at the first entrance road just past Woodward Park.  The ODF sign is located near the main entrance to the Lake. 

Additional terms of the Regulated Closure:

         *     Mowing of dry, cured grass with power driven equipment is prohibited between the hours of 12:00 PM and 8:00 PM.

         *     Non-industrial use of chain saws is prohibited between the hours of 12:00 PM and 8:00 PM.

By virtue of the authority vested in me under the provisions of ORS 477.535 to 477.550, I
hereby proclaim a Regulated Closure to be in effect in the following subject area:

All lands protected by the Northeast Oregon Forest Protection District and all
forestland within one-eighth mile thereof.

Under this Regulated Closure it is unlawful to be in violation of the following restrictions:

. Smoking is prohibited while traveling, except in vehicles on improved roads, in boats on the
water or at a cleared area free of flammable vegetation.
. Open fires are prohibited, including campfires, charcoalfires, cooking fires and warming
fires, except at designated locations. Designated locations within the Regulated Use
Closure area are available at each ODF office. Designated locations within the Oregon
State Parks system include but are not limited to: Emiqrant Sprinqs, Ukiah Dale, Catherine
Creek, Hilqard Junction, Red Bridqe, Wallowa Lake, Minam and Unitv Lakg.
. Portable cooking stoves using liquefied or bottled fuels are allowed. Open fires may be
allowed by waiver through a written order, if, in the judgement of the forester, conditions so
warrant.
. Non-lndustrial use of chain saws is prohibited between the hours of 12:00 p.m. and 8:00 p.m.
Chain saw use is permitted at all other hours, if the following fire fighting equipment is present
with each operating saw: one axe, one shovel, and one 8 ounce or larger fire extinguisher.
ln addition, a fire watch is required at least one hour following the use of each saw.
. Possession of the following fire fighting equipment is required while traveling, except on state
highways, county roads and driveways: one shovel and one gallon of water or one 2 1/2 pound
or larger fire extinguisher.
. Cutting, grinding and welding of metal is prohibited, between the hours of 12:00 p.m. and
8:00 p.m. Cutting, grinding and welding of metal is permitted at all other hours, if conducted
in a cleared area and if a water supply is present.
. The mowing of dry, cured grass with power driven equipment is prohibited between the hours
of 12.OO p.m. and 8:00 p.m., except for the commercial culture and harvest of agricultural
crops.
. Any electric fence controller in use shall be: 1) Listed be a nationally recognized testing
laboratory or be certified by the Department of Consumer and Business Services; and 2)
Operated in compliance with manufacturer’s instructions.

. Use of fireworks is prohibited.

Aside from these restrictions, also prohibited throughout fire season is the use of exploding
targets and tracer ammunition. Debris burning is prohibited, except in burn barrels for which a
Burning Permit has been issued pursuant to ORS 477.515.

The Forester may, in writing, approve a modification or waiver of these requirements.
These restrictions shall remain in effect until replaced, suspended, or terminated by an additional
proclamation of the Forester.
Maps of the subject area may be viewed at the State Forester’s Office, in Salem, Oregon, and
at principal offices of the Forest Protection District.
Definitions of words and phrases used in this proclamation may be found in ORS 477.001, OAR
629-041-0005.

Just a reminder to Langdon Lake Homeowners – The domestic water system at the Lake is not be be used to water lawns. A small horsepower portable pump may be used to utilize lake water for watering lawns. This restriction is found on Page 16 of the Rules and Guidelines Booklet, Section 16.1.

SUMMER SAFETY AT LANGDON LAKE

Langdon Lake Association is sending all homeowners these important reminders for safety during the summer months. The Association wishes all an enjoyable, relaxing and safe summer at the Lake.

The Langdon Lake Association Board of Directors adopted the following rules at its February 4, 2019, Board of Directors Meeting.

ADDITION TO GUIDELINES AND RULES NUMBER 4, SECTION 4.4:
a. Open fires are prohibited per the Oregon Department of Forestry when regulated closures are posted. Fires prohibited include campfires, charcoal fires, cooking fires, warming fires, tiki torches, candles and other sources that cannot be turned off with a valve. PROPANE FIRE PITS AND TRAEGER-STYLE WOOD BURNING GRILLS ARE PROHIBITED (NOTE: NEW CHANGE BY THE OREGON DEPARTMENT OF FORESTRY).

AMENDMENT TO GUIDELINES AND RULES NUMBER 4, SECTION 4.6:
The Langdon Lake Association website will also give updated information of burning. Note that while open burning and fire pit burning are not allowed when the signs are posted, portable stoves, cooking devices and barbecues that use propane or liquid gas are permitted.

HELPFUL YEAR-ROUND FIRE TIPS

1. Fire extinguishers – upstairs and down
2. Fire blankets – can be used to extinguish small fires
3. Smoke detectors
4. Fire escape ladders – for escape from second floors
5. Keep access roads clear
6. Keep 100-foot garden hose attached to cabin
7. Keep chimneys clean and install spark arresters
8. Keep roofs clean of needles and debris
9. Have a 5-gallon bucket of water and a shovel available when using chainsaws or fire pits
10. Never leave burning fire pits unattended. Make sure all embers are extinguished.

BOATING SAFETY AT LANGDON LAKE
Langdon Lake Association has adopted the State of Oregon Watercraft Regulations as our guidelines. Please refer to Pages 11-13 in the Langdon Lake Rules and Guidelines booklet. Several highlights:

The Association only allows motorized watercraft on the lake that is registered in the name of the lease holder and has a sticker attesting to that fact affixed to the motorized watercraft.

Motorized watercraft shall generally be required to operate in a counter clockwise direction and be at least 100 feet from the shore.

Speeds shall be reasonable and safe for the conditions on the lake.

Permitted hours of watercraft usage of the lake is 10:00 AM—6:00 PM.

Text Messaging Program

TEXT MESSAGING PROGRAM – TEXTEDLY. PLEASE SIGN UP FOR THE PROGRAM IF YOU HAVE NOT DONE SO.

The Langdon Lake Association has obtained access to a “Text Messaging” program, TEXTEDLY, as was recommended by several members at the August 2018 annual homeowners’ meeting.

Research indicates text messages have a 98% read rate compared to a 20% read rate for emails. This should be a more effective way to communicate with homeowners, especially while at the lake. Text messages will be for quick updates. Texts will be sent with “No Reply” response. Homeowners will be directed to the website for more detailed information.

Types of information that could be communicated include:
– Changes in fire danger levels/open fire restrictions
– Rules updates from the Board of Directors
– Updates on lake treatments or fish stocking
– Association meeting notices
– Emergency information

The Oregon Department of Forestry has terminated the Regulated Use Closure dated July 25, 2019. Open fires are now allowed on Langdon Lake property. Open fires include campfires, charcoal fires, cooking fires, warming fires, tiki torches, candles and other sources that cannot be turned off with a valve. Propane fires pits and Traeger-style wood burning grills are also now allowed.

Regulated-Use Closure terminated on lands protected by Oregon Department of Forestry
Fire Season still in effect

As of 12:01 am, September 10, 2019, the Oregon Department of Forestry (ODF) has terminated the Regulated- Use Closure, or Public Use Restrictions for forestlands protected by the Northeast Oregon District. Due to moderating weather and seasonal temperatures and precipitation, the closure and the associated fire prevention restrictions are no longer necessary. Campfires fires are now allowed with landowner permission. Steve Meyer, Baker Wildland Fire Supervisor, cautions “The recent precipitation has been welcome across the region. Although we seem to have entered a fall weather pattern, it’s important to stay aware of how quickly conditions can change. A warm or breezy day can dry the lighter fuels out and we can quickly be back into a dangerous fire situation. Making sure that campfires and burn barrels are always attended is a good step towards fire safety. Ensure the fire is dead out before leaving.”

While Public Use fire restrictions have eased, Fire Season remains in effect for private, state, county, municipal and tribal lands protected by Oregon Department of Forestry. Burn permits are required for all open fires (except campfires), debris burns and burn barrels. ODF will still need to issue a burn permit for any open burns or burn barrels within the protection district until weather conditions warrant an end to fire season.

The Northeast Oregon District includes lands in the following counties: Union, Baker, Umatilla, Wallowa and small portions of Grant, Morrow and Malheur counties.
